Yes. The IPF Editor can generate IPF files which, when compiled, produce INF files that are completely compatible with PC DOS 7.0, except that graphic parts don't translate.



What are the limitations of INF files in PC DOS 7.0?

The biggest limitation is that PC DOS 7.0 INF files do not display graphics. To produce documents for both OS/2 and PC DOS 7 simply avoid using the :artwork. tag.
